Added the release check for route allocation header and lines

Release setup:

for the release setup there are two new tables available:

1. Route allocation Header
2. Route allocation line

The checks are preformed on changing the status of the route header and on before posting of the route allocation. Also the checks are visible in document status factbox in the route allocation page.
