Added check to skip the requested date check if the promised date is already assigned

Change added to check for 'Promised Receipt Date' , 'Requested Receipt Date' on purchase order and 'Promised Delivery Date' , 'Requested Delivery Date' on Sales Order, if any of them is filled then error message will not be display. Also update the 'Requested Date Duty' tooltip on Wood Setup page for this change.
