Changed that not certified components are allowed on producing certified composed products

When producing FSC or PEFC certified items it was necessary that all components were certified.

If the output product is composed of different materials like wood and plastics it led to an error because the plastic item was missing a proper certificate.

Now it is possible to exclude the plastic item from the certification check.

To set this up:

The output item needs a material group or material assigned which has the checkmark "Combined Material Group" or "Combined Material" set and the material of the output item needs to be different than the consumption item.
