Added the possibility to control item variation duty per location

In the Location Spec. Item Setup Page it is now possible to setup, that the items registrationtype keeps the same on different locations but the setting "Variation Duty", "Parcel No. necessary" and "Lot No. necessary" can be controlled per location code.
