Changed "Additional Charge Allocation" filtering on release

Additional Charge Allocation setup and process are changed.

Additional Charge Extended Amounts can be set up per different Territory Group, Territory Code, Customer No. and Resource which makes solution more flexible.

Also when releasing documents all possible additional charges will be taken to account. For example, in setup exist Fixed allocation for all customers and Ext. Amount for current customer. Both will be taken to documents
